February 2019 HOA Meeting Minutes
Stoneridge Farms HOA
February 18th, 2019
Attendees: Scott Moss, Kyle Moore, Misty Orr, Heather Finley, Darren Christensen, Brian Bost, Neal Clonts, Julie McGinley, Christi Cherry.

Homeowner Concerns & New Business (Open Forum):
- Fines (Polls will be provided to detail out the process) The final vote will be next HOA Board meeting.
- Pool – the board is awaiting part numbers to purchase the secondary pump.
- Pool – replacement chairs and etc., was mentioned. The Board will produce a budget to determine replacements.
- Post a reminder for looking pool keys to make sure you have them in working order before the pool opens for the summer.
- Post reminder about postal issues and who to contact if you are receiving the wrong mail.
- Vince will provide cleanings (deep cleans for events).
- Social Easter party April 20th. Donations of eggs will be accepted.
- $78,694 HOA account balance carried over into 2019.
Homeowner Concerns & New Business (Open Forum):
- Homeowners that were present during the meeting expressed concern over trashcans in the streets as well as comments and questions about the current rezoning project. A few homeowners mentioned gating the community and a response was provided by the attorney as well as those board members who have already researched our options and it was explained that once the roads have been setup for use by the public they cannot be converted easily to a private road. In addition, homeowners’ dues would increase substantially should it be implemented.
Rezoning Project:
- Attorney update – Eric Groves: 1stOption to steer to PUD (This was successful). A discussion about the PUD was created with a Master Development plan. The original plat was developed with common areas in flood zones. We are still in the process of making recommendations for the design. We would like to design a subdivision with compatible lot sizes, density and street layout. They do not have plans for a swimming pool and we will recommend them to have one along with covenants. One of our main advantages is the current City Council member that is supporting us. Water drainage is very important in regards to the common areas. Morgan road – Capital improvements for Morgan road is not listed on the current CIP. Existing road conditions will require a bond and it takes approximately 5 to 7 years for a bond to be voted on should it be created and proposed.
Current Business:
- The owner of Lifeguard Security will be providing a quote for camera updates at the cabana and possibly the entrances. They are available to provide an in-home quote for any residents wanting to add or upgrade personal security systems.
Social/Welcome
- Shelly – Seven welcome baskets delivered last week.
- Jayme and Angie – 2019 calendar is being reviewed so that events can be scheduled.
- Two new people added to the social committee, Julie and Christi.
Pool
- Brian/Heather – The HOA can buy an identical pump for $1091.20 plus shipping/taxes. Plan is to have it installed and have the old pump refurbished. If the newly installed pump fails in the future, the refurbished pump can be reinstalled. This is approximately a 2-hour job at a rate of $60/hour. There is no engineering services or permit required to replace identical equipment. Board voted and approved this plan.
- Pool furniture has been evaluated and additional tables and chairs will be purchased prior to the pool opening.
- Fifty new key fobs have been purchased.
Violations/Sanctions
- Scott – Reminded residents of the parking and trash can rules.
- The Board have developed a new plan for fines as they relate to our current violations. see below:
Important Update:The vote to proceed occurred on January 21st, 2019. A final vote that requires 80% approval by homeowners will occur on February 18th, 2019. The vote will require 80% of current homeowners in attendance. Once approved the new fines will be implemented immediately. A grievance process will be provided to those homeowners that receive letters or fines.
Proposed Fines & Special Assessments:
Offense Category: Repetitive overnight parking on the street.
Exceptions: Weekends Excluded/Holidays/HOA notified for temporary parking pass.

Offense Category: Damaged fences (not shared with neighbor).

Offense Category: Structure violations (Includes; Buildings, Play Equipment Etc.).
All outside structures must submit a letter for approval. Currently documented in the established covenants. All structures built as of 01/01/2017 fall under the grandfather clause. All new structures need to coordinate with the color of the home and have a composite roof. All plans must be submitted to the HOA before permitted to build.

All trash cans must be placed as far back as possible from the street during except on designated trash pickup schedules.

Finance
- Finance report will be provided by the finance committee member.
- Current attorney fees have not exceeded this initial request presented to our homeowners.
- A vote on to approve Vince’s proposal for cleaning of the clubhouse was approved.
Landscaping
- Dustin – Asked that if the residents have any area of concern regarding the landscaping to let the HOA know.
